    Anarcho-Commune: Aka small enough that nobody cares about governance, and they just cooperate with each other to survive.

    Option B:

    Look at what you picked. City has strong defenses? Probably controlled by a milita board. Trade Hub? Probably the Merchant’s guild. No resources? It’s anarchy and ruled by whoever has food.

    Option C:

    I dunno, hey , who’s in charge around here and why would they be willing to help you?

  2. Jarrah James If I were you, I’d say the man in charge is the biggest baddest reigning guy there, until he gets challenged and loses. Then that guy is in charge. A city whose rulership is determined like that of a wrestling belt. Of course, if any player wants to take a shot at the crown, he was has to earn enough victories first…

  3. If none of those are picked I’d assume that either:

    It’s not a big deal who’s in charge, the city pretty much just runs itself. There’s some nominal power structure, but it’s mostly for show.

    OR

    Nobody is in charge, and everyone’s fighting to take power themselves.

    Also, asking a player, or just filling it in from what else you know are great options.
