– With DW-like HP (much higher).
– DW-like threats and monsters (in the event those are more threatening than Freebooters’)
would anything else in the game break?

You would have to change how HP is calculated when leveling up and when encountering NPCs. Besides that I don’t see an issue with using pre-existing Threats and Monsters from DW.
The only issue I can see with the HP scaling is from what I can tell Freebooters is more like an OSR in that lethality and PCs expiring is fairly commonplace whereas DW puts more emphasis on PCs being Heros and that is reflected in HP/some of the moves the classes get.
