Considering monsters only usually roll 1d for damage, adding additional HP dice is going to make them invincible.
Options I can see: 1) give monsters a challenge level and have them roll that many dice for damage 2) only increase 1hp per level

Aaron Griffin in FotF, rules-as-written, you already get an extra HD every even level. So if anything, David Perry is suggesting reducing the HPs that higher-level PCs have.
I don’t have enough experience playing FotF to have a good feel for how this would affect the game’s “balance.”
As it is… once you scrape your way to level 2, you get an extra HD and a stat bump, and that can make a huge difference in survivability. I fear that you’d see players feeling compelled to go for more HP every level up to a certain point, and as a result they wouldn’t broaden their skill set.
Perhaps with an addendum of not being able to choose the same option on consecutive levels…
