You start with the War Cry move but the show of force must be the execution of one of your hirelings.

Okay so a Merfolk Sharpshooter. You can picture them shooting someone from underwater and diving back down to stay undetected. There is a move that allows you to do that at 2-5. Giving them that move but only have it work while they are in water reinforces that behaviour and allows them to do that from the beginning. If they like the options that move gives them they can take the full version later on and have it available wherever they are.
You basically start with half of an extra move and can buy the other half later to go around the drawback.
Ah, clear! Yes, it seems like a simple and rather elegant way to do this.
