  2. it’s just an excust for the GM to make extra moves. You can’t really volley with an artiellery weapon so you have stuff like this: 

    “okay you can hit them but it will take some time for them to properly aim this thing. Otherwise you can shoot faster but you risk hitting these guys over there if the aim isn’t perfect.” 

    and things like that.
