Trying my hand at a base class. Not quite done; I’m still brainstorming advanced moves.
I’d love feedback— my gut feels it might be a bit underpowered.

I don’t think Slip behind Cover should be a move. Cover is allready part of fictional positioning and can give armor anyway. This basically desincentives anyone else to use cover because they don’t “get anything out of it”.
I also don’t really see where this class should be going.
Good call on Slip Behind Cover. I was looking for a way to reward/ encourage the swashbuckler for using his environment, but perhaps that should just be up to the player.
My goal is to create a combatant that can survive without armor, with decent social skills as well, in the vein of the Three Musketeers.
Also hiding behind cover is not what a Swashbuckling Melee hero would do right?
Hide behind cover, certainly not. A feint to trick his opponent into stabbing the door of a nearby wardrobe, of course.
Cutting words
When you deliver a witty remark or a scathing quip at the expense of your foe, roll +Cha instead of +Str or +Dex.
