Legacy: life in the ruins, does exactly that in a postapocalyptic world. It should not be to hartd to tweak it.

Yeah Legacy is probably your best model, with regard to giving nations stats and moves, and providing ambassadors and spies and the like.
The Guild rules in Green Law of Varkith, from Magpie Games, might be another starting point.
