Yes, wearing the mask from Doppelganger would prevent you from wearing another. The “Two-Faced” advanced move would let you get around this limitation
so unless he uses the advanced move, does the character lose the use of powers from masks while copying another person? quite right?
Correct, you can only use the abilities of one mask at a time.
