Now that you mention it, there’s an untapped market for a PDF with hireling-level rules for horse, some special rules, and a couple of prestige classes.

Mostly don’t. If the group uses horses, they are just part of the fiction. No need for HP or anything, though I suppose you could give them quick stats if you thought it mattered. A war horse for a Paladin would probably get stats. For them to have a personality or for riding/chasing to be a regular part of the game, I would suggest the Beast Rider compendium class from my zine: Plundergrounds 4: Rakka’s Raiders.
