I suppose it really depends on what you view a plague doctor as. Are they a healer, or an opportunist? Something in between?
In real life, very few of them had medical knowledge, even by the standards of the day. Quite a few of them were in it for the opportunity to loot bodies under a plausible cover. As such, it could easily just be costuming over your more larcenous types.
And of course story-wise, you can’t have a plague doctor without a major epidemic to necessitate the profession…
