The Inverse World and Class Warfare Captains might be worth looking at.
IW’s Captain is designed for an airship, but it’s pretty simple to tweak it for a sea ship, and the book gives some guidance in that.
CW’s Captain is more focused on the crew than the ship, and it’s generalized so it could be the captain of a ship, a gang, a guild, a group of mercenaries, or whatever.
Yeah, I think I have all of that. I’m not looking for playbooks as much as vessels/sailing/combat. The Pirate sourcebook has a lot of that, but I’m not sold on it.

A Sundered World has rules for ship moves, sample ships, build your own ship, raiding ships, etc. It is for sailing through space ( it is fantasy not scifi–think spelljammer) and a lot of it needs no adjustment to use for water-based sailing. I think it would give you what you need.
Probably should have picked it up yesterday when it was on sale then. 😉
