For me a Minotaur would be all about headbutting people with the horns, therefore:
Minotaur: Your head and horns are a powerfull and sturdy weapon with the hand range and the forceful tag. (maybe +1 damage too)
For me, the point of racial options is to answer the question of how race X with class Y differs from other characters of class Y.
I’d let all minotaurs make gore attacks in my games, regardless of class, hence why I didn’t make a racial move that favored the horns.

other point – let’s say there are also minotaur bards and thiefes. They wouldn’t gore as good as a minotaur fighter. he would gore forceful and with extra damage in comparison to the Minotaur bard. I was going from that angle. Does that make sense?
Well, if a minotaur is bull-sized or bigger, it wouldn’t really make sense if it wasn’t forceful?
I can see why you want to make his horns better, but I fear that would just maket your horns outshine your Signature Weapon.
it would free you up for other signature weapon options. allow you to cover all ranges or get even more extra damage on them.

Why can’t a Minotaur Fighter have their horns as signature weapons? Fists are already an option, horns wouldn’t be that much different really.

Focusing too much on the horns could get boring, i think. Just like if everything about an elf had to do with their long ears it would get boring. Instead elves mix it up with long life, graceful movement, sword and bow proficiency, and various historical contexts.
But horns as a signature weapon doesn’t mean it’s the only weapon they’d use — at least, fighters in the games I’ve played in have used a variety of things beyond just their signature weapons.
If you wanted to combine some of the above ideas, you could do this for the racial move: Minotaur: When you use your large size to your advantage, your attacks gain the forceful tag.
With that, your signature weapon could be whichever you’d prefer. I think a minotaur with carved up horns as a signature weapon could be pretty neat.
Oh, I can totally see the horns as a signature weapon. You add precise if you have a finely honed technique for disemboweling people. You add messy if you just go ahead and disembowel people. You add piercing if you have them tipped with steel. You add mystic or elaborate if they’re scrimshaw end with eldritch designs. You add reach if you expect to get tired of pointing out that you’re just plain bigger than everybody else and a spear just doesn’t keep you that far away.
Reach doesn’t make sense, does it? If you try to smash someone, he can generally stab you in the face?
Yeah, unless you throw gauntlets on, most of the signature weapon things don’t “make sense” for fists. Unless you are okay with people having fists with serrated edges that can reach past a sword.
Not saying it’s bad…just not my taste.
Although, I guess I’m assuming the fighter is purely “mundane”. But there is all kinds of room for supernatural stuff in the right context.
I’ve heard of people putting mystical tattoos on their fists and taking Signature Weapon with that as the fiction.
