“They” is the correct gender-neutral singular pronoun, so it only works on one person at a time.
Yes. English is fucked up about pronouns. When we say “they” we mean, most of the time, a single entity of indeterminate gender.

Divine Intervention, Divine Invincibility, and Backstab all specfically say “you or an ally”. Cure Light Wounds, Heal, Lay on Hands, Arcane Art, and Invisibility all just say “an ally”. My inclination is to say that those moves only affect another person — they cannot target the caster. But it’s a judgement call. I don’t think the rules are perfectly clear.
