My thoughts are as follows:
Every spell has a Source (fire, force, love, etc), a Form (blast, aura, enchant, etc) and a Potency or “Level” (weak, strong, godlike, etc).
This can be used in many spell books or alchemist labrotories. In your case, Runes.
That’s my thoughts. I wouldn’t worry about range and area of effect. Let the spells nature develope that in the fiction. We can pretty easily tell how far and how many targets a fire ball will harm.

There is a playbook called The Enchanter that works like I imagine a Runemaster would. The class doesn’t have a spells list, it works only on moves, but I think it’s quite well done. The “Craft Enchantments” move is the way the class uses its magic. You use a resource called Stock to inscribe runes or marks or whatever. And by this enchant objects in any way you want (with its obvious limitations). There is also a move called Runic Weapon, that gives specific powers to your melee weapon of choice by inscribing a rune in it. This might not be what you were looking for but it’s worth a shot. It might inspire you to build your own.
The Enchanter is a GREAT playbook. There is a version that does have spell books aswell. Not exactly what you have been describing mechanically, but definitely fictionally.
