Undertake a Perilous Journey
When you travel through hostile territory, choose one member of the party to act as trailblazer, one to scout ahead, and one to be quartermaster (the same character cannot have two jobs). If you don’t have enough party members or choose not to assign a job, treat that job as if it had rolled a 6. Each character with a job to do rolls+Wis. On a 10+ the quartermaster reduces the number of rations required by one. On a 10+ the trailblazer reduces the amount of time it takes to reach your destination (the GM will say by how much). On a 10+ the scout will spot any trouble quick enough to let you get the drop on it. On a 7–9 each roles performs their job as expected: the normal number of rations are consumed, the journey takes about as long as expected, no one gets the drop on you but you don’t get the drop on them either.

Without a ration the prequsite for Make Camp is not fullfilled, so you do not gain the benefits.
It’s either character can’t or you get the Golden Opportunity, your call.
Declan Feeney thanks, I know the text of that move and it doesn’t actually say what happens if you don’t have enough rations to consume. The Trailblazer & Scout are nothing to do with rations and the Quartermaster reduces the number of rations
Oliver Graf OK, I can see that for Make Camp. So the MC would get to make a Hard move as Make Camp fails? (despite there not being a roll)

I just find it strange that the rules mention in a couple of places the importance of having rations but doesn’t make it clear on what happens if you don’t have enough…
Basically that’s you’re saying “you can’t Make a Camp/travel that far with no food at hand”. Then, if you feel like it, present opportunity at a price as hard as you want. “You can do it, but you have to hunt all way through, mark off 1 Ammo.” Or “you’ll almost starve yourself to death: take 10 damage and you’re Weak (-1 to STR).”
Rules are open-ended on purpose.

I agree it’s a bit weird that there is a lot of talk of the importance of rations, but no guidance on what to do if someone hasn’t got any! I guess the consequences are just up to the GM. Paul: make as hard a move as you like if it comes to it!
But I doubt it will (for now), I’ve just looked through the character sheets. All the characters start with 5 rations (expect the Druid) so I’m not sure why the others think they don’t have any… I think this is some players failing to read the character sheets correctly.
(I’ll note, as the Druid of the party, I’m feeling smug about this whole ration thing anyway 😀 )
I think the answer is the same as everything else in DW:
The fact the characters are out of provisions is reflected in the fiction.
The GM asks “What do you do?”
If the players don’t act and present a Golden Opportunity the GM makes a move which reflects the fiction.
For example (players responding to threat):
GM: “You’ve just emptied your last canteen. There isn’t a single drop left in the caravan. There’s still several days of desert travel before you reach Degopolis. In just a few hours the sun will be rising above the horizon. What do you do?”
Player 1: “Can we make it to the cover before the sun comes up?”
GM: “I don’t know. What cover did you have in mind?”
Player 2: I seem to recall a lecture when I was apprenticed to the Scribes about the fallen City of Txichathel. That’s Spout Lore, Right?
GM: “No. Thats just adding to the fiction. No need for a roll. These lectures – what disaster did they say befell Txichathel ?”
or (players present Golden Opportunity)
GM: “You’ve just emptied your last canteen. There isn’t a single drop left in the caravan. There’s still several days of desert travel before you reach Degopolis. In just a few hours the sun will be rising above the horizon. What do you do?”
Player 1: “We’ll put the tents up, shelter from the sun and the next night we’ll push hard. If we’re out of water we need to get to Degopolis fast.”
GM: “Okay. The sun is beating down. The tents are stiffling. The heat is incredible, and you’ve nothing to drink. You all take 5 damage. The next night you’re all a very unsteady on your feet. Your heads are ringing. You really need water soon.”
