which lies in a kingdom told of in legend,
seeking the first of eight pieces of a powerful artifact
in order to defeat a tyrant and rescue his royal prisoner.
Start with these, then extrapolate outward…
What is the kingdom’s name, and what legends are told of it?
Where in the kingdom is the island, and how will you get there?
What is the artifact, and why is it in 8 pieces?
Who is the tyrant, and how will the artifact help defeat him?
Who is the royal prisoner, and how did you learn of his/her imprisonment?

This is awesome. Leans in to the themes but gives plenty of room to make it their own. I would add:
What trait makes the 8 pieces obviously similar to one another? What trait makes them obviously unique from one another?
I think you’d get a nice input on campaign theme on the first and dungeon theme from the second (e.g. the seven sages from Ocarina of Time).
