Olde English. Basically means that you suffer in the knowledge that it still lives, or justice hasn’t been done.
Basically: you can’t allow an evil creature to live.
The most famous usage of that phrasing is (I believe) from the King James Bible, Exodus 22:18: “Thou shalt not suffer a witch to live.”

As a side note I love choosing this vow for paladins. Makes them chase after even the knowledge of evil creatures being around. I had a Ranger scout a suspicious-but-harmless lone zombie a decent way off their path, and the paladin announced that it must be destroyed despite the time sensitive quest going on. Fun stuff.
