How do you guys run battles against NPC wizards or spell-casting monsters? Do you just use spells off playbooks, or do you just kind of make up the magic on the fly?

On the fly, as would be appropriate to the Npc: fiery attacks from pyromancers, curses from necromancers, etc.
I’d use the in book spells for an academic arch-mage type.
I wouldn’t use player spells for an enemy, as their effects are too rigid.
Instead, I would make the spellcaster as I would any other enemy, and their magic would just be a monster move, such as “Create realistic illusions”
Player spells are player spells.
Use monster moves, and describe them as you like.
I do not use the PC moves for enemies. Enemies have their own moves and behave very differently. Don’t worry about balance or bonuses. Make your NPC spellcasters feel real and dangerous.
