I think it’s just fictional, as 99% of the consequences of the moves. Dungeon World is 99% fiction.
It’s taken from Apocalypse World. There, it means you have to change the behavior of your opposition immediately. Basically, it doesn’t mean they have to stand slack jawed or go catatonic with fear, but their behavior has to be different than it was before.
Archers? They might flee, or change to melee, or rearrange themselves. Swordsmen might pull back, or something.
You could also flat-out panic the thugs who expected you to be a pushover, for instance.

But it’s so satisfying to get mugged, only to kill off half of your attackers in a couple of seconds. And then turn the survivors into hirelings 🙂
