1. There are a few RPG-specific and general art Communities here on G+ where one might find artists. Also, the Freelancing subforum on RPG.net is usually pretty thick with artists.

   I’m a freelance artist too; you can see samples of my work here: powerframe-rpg.weebly.com – Illustrations — there are a few landscapes/backgrounds near the top, and more a bit over halfway down.

2. Thomas Novosel does some great cityscapes and landscapes, and was looking to take on commissions lately.
