I was about to comment that you can do much the same with a bag of flour, but then I noticed the “incorporeal” bit
Sort of a poor man’s Glitter Dust. As an added effect, you could do a roll+Dex; 10+ a incorporeal can now be damaged with normal weapons, 7-9, Angry incorporeal now takes 1/2 damage from normal weapons but targets the user of the powder exclusively. 6 or less: dust has no effect, you miss the incorporeal.
