I actually already own everything in this bundle, and yet I’m still considering buying it so I have a “cloud storage” copy of DW.

Do you recommend buying the additional stuff (above the threshold) for a newbie? Or is it stuff that I should buy later if I find myself wanting to delve deeper into DW?

I’d say if you’re just getting started with the game, the base stuff is enough.
The base stuff is indeed enough to get going. But if you can afford the extra $10 to go over the threshold, you are getting $47 of quality extra content that you will be unlikely to get for close to the same price elsewhere.
