I like it, but I’m wondering if the initiative is needed. Couldn’t the GM just jump from person to person?
Well, this race is designed around the idea of places. So someone has to be in first place, so someone has to GO first. It also means that since the person in 1st goes before everyone else, they would be smart to fortify their position, while the person in last has the best chance of moving forward, and cannot be overtaken.
It’s sort of self-balancing. But not like Mario Kart (free blue shells for last place people!)

I lied, the person in first should go LAST, so that they have the chance of being overtaken. The person in last goes first. Adjusted that in the document.
So it’s the reverse of Formula D. Cool!
